Rotate a PDF in Stirling PDF is a page operation; official Modes docs list rotate with merge, split, and sign as local desktop work. You can do it on a laptop with no network. Docker at http://localhost:8080 runs the same kind of job in a tab if that is your install.

If a viewer spins the display and you email the original, the recipient still sees a sideways page. Save a new PDF; open it in a second app.
Official Multi-Tool is a second page editor: a thumbnail grid, rotate left or right, individually or in bulk, plus reorder, delete, and split. Use dedicated Rotate when every chosen page needs the same turn; use Multi-Tool when you also need reorder or delete in the same sitting. Both write a new PDF; keep the original until you have checked the output.
Install, then rotate
Windows desktop:

Steps
- Run winget for Windows desktop or compose for Docker so Rotate is on this machine.
- Use Rotate when pages need a turn, and keep merge or split as a separate sitting if you also need those jobs.
- Pick the pages, rotate until the top of the page matches how you read it.
- Export or save the rotated PDF into a folder you control and keep the original until you have opened the output.
- Open the saved file outside the tool so you know the rotation is in the file, not only on screen.
If you also need to combine packets, finish rotate, then merge; if you need to pull pages out, split. If an ID must leave the file, that is redact, not a turn.
Rotate first, OCR later
A sideways scan is still a page operation; OCR is a server job; official Modes docs keep those split; Rotate first on desktop local. Then, if you need searchable text, run OCR a PDF on Docker or a JAR; Stirling Cloud OCR leaves the device and uses credits. Private scans belong on a server you run.

What not to do
Do not email a file you only spun in a viewer; do not overwrite the only copy before you have opened the output.
